Constitutional Upgrade 28.0 inserts just 18 hard words into the 1st sentence of the 2nd paragraph of Article I section 7:
…Every bill which shall have passed the House of Representatives and the Senate, OR AT THE DISCRETION OF CONGRESS, EVERY COMPETING VERSION OF A BILL HAVING GAINED THE PUBLIC VOTE MAJORITY, shall, before it become a law, be presented to the President….
Generating a purely psychological restoring force–to the present government by psychological operations. Job 1 of Party machinery is to spin every new idea or issue apart by its extremes culminating in a bait-and-switch, wherein private interest power is retained at the last minute.
Is the Shadow Govt real? Just follow the money trail–until you are told you can look no further. SHAGGED, as it were.
28.0 is purely a psychological restoring force in that Congress has this Option right now without an amendment–as a binding resolution, binding on only Congress itself to pass along the public vote majority winning version of a bill to the President.
The opportunity this 28.0 alternative to the zeitgeist paradigm http://www.zeitgeistmovie.com/ offers to the secret-societies is in its anti-SHAGGING effect: The opportunity to conduct the financial global theater of operations under the higher protocols of the more productive Consent of the Governed.
There you have it–fascism and communism stem from the same philosophical roots, and it’s back to them uglies we be charting a course, ya scurvy scoundrels. Or else, here be a new modus operandi anyone with a drop of American Revolution remaining in his/her profile should find a proper Constitutional alternative.
This video appeared several times a night on the background monitors in Paula Zahn’s CNN’s weeklong show explaining the new debate format…and it even seemed like the CNN VP was talking it over one night with the Decision Team: “When he asks that question, they’re just going to…” and then the camera cut away. Well what could any presidential candidate or media commentator say about how a bill really becomes a law…except both parties have America living a lie, and this 28.0 Emergency Spin Recovery Procedure is the only way to pull out of the spin before all this Reagan-emulation finishes flying the whole works into the ground.
The Crisis of Democracy is worldwide–28.0 is the means to regain US Moral Authority after the crash. SunTzu says: Rule #1 in “Art of War” is hold Moral Authority high ground. Once we emerge from what will effectively be ONE WORLD CURRENCY BANKRUPTCY PROCEEDINGS, meanwhile the media expert commentators heads spin faster and faster to throw off blame.
In actual practice though moderation would prevail, since the competing Republican and Democratic versions of a bill would need to be written away from party base extremes in order to gain the public vote majority. In a process that would REDIRECT THE CASH FLOW, effect the line-item veto, and effect campaign finance reform, while pulling out of the CNN/FOX spin.

As book points out, more amendments have dealt with the extension of voting rights than any other single issue. An NRA would form the next logical term in the series. Which Marilyn vos Savant and Constitutional Law Prof. Jonathan Turley of George Washington University have been asked to comment–also with no reply.
INITIATIVES aka privately written laws are NOT supported. 28.0 legitimizes present govt by competing private-sector polls, and focus groups–now configured to find out what lies to tell to get through continuous campaign election/news cycle.
One thing the conservatives, liberals, and communists all say is eventually their government will “just wither away.” (Sleep with the fish.)
Perspective here is to re-strike balance of power–promoting human-spiritual growth accompanying every step in the extension of voting rights vs. era of govt by psych-ops keeping America in adolescent state via media-generated scapegoats.

The recent protests by the Tea-bagger movement against the health care bill went, by any reasonable person’s estimation, way over the line when they hurled insults at Congressman Frank by calling him a faggot. They also went over the line racially by calling Congressman Lewis, one of the bravest and most honored civil rights leaders alive a … (n-word). Of course while that was happening a Tea-bagger also spit on Congressman Cleaver.
Still, the GOP honored and endorsed these actions by not only attending the rally in support of it, but by also refusing to condemn the obvious racists and homophobes that were also there. The GOP has married itself to the lowest and most base of racists and scum in this country by continuing to support that people who bring racist signs to their rallies and signs that threaten the life of the President and his family.
Make no mistake, the people attending and condoning this behavior are not Americans. They are those who openly advocate over-turning a lawful election because they simply don’t like who was elected or his policies that he said he would implement if elected. In short, they lost and they are off and determined to stop President Obama, even if that means violence. They are of course sick and deranged. Still that said, why do they have the backing of the current GOP leadership?
The answer to the above question is simple, power. The current GOP is so stung by it’s loss last year that even their formerly honorable leaders such as Mike Pence are willing to embrace the disease of racial hatred if they think they might win their votes. Of course there are the more airhead lunatics of the right wing such as Michelle Bachmann and Sarah Palin, but the truth is that they are mostly harmless idiots. When it becomes really dangerous is when you have so-called leaders of the GOP like Mitch McConnell or John Boehner who also attach their names and support to the new KKK, simply because they want the control back. They have accepted the disease as a path back to power and to with America and what it’s supposed to stand for. They would rather win by any sick and racist means and rule over a broken America, just as long as they are the rulers. We should be very afraid of and fight this illness.
So, the question becomes, does the GOP leadership have an obligation to denounce the homophobia and blatant racism of the current Tea-bagger movement or is it really what they believe? Are they as racist and hateful as the group that they seem to support or are they using the rednecks and gay haters just as a step to try to regain control of the government?
The current GOP leadership has chosen to lay down with the sickest animals of racism and hate. They have to choose. Are they that power hungry or are they Americans first.

Sen. Jim DeMint does an interview with Fox News live from the 9/12 Taxpayer March in Washington, where he immediately corects Brian Wilson and says there are “not tens of thousands” of people there, but “hundreds of thousands.”
DeMint said he was “proud” to be part of those protesting against a government takeover. “I’m more comfortable with these people than I am (with) the ones in front of me in Congress,” he said.

Just like the NCAA March Madness, there’s upsets and victories.
The Democratic Party pass the controversial $940 Billion health care reform package on 219 – 212 vote. All the Republicans and some of the most conservative Democrats voted against it. Minority Leaders John Boehner and Mitch McConnell vows to repeal the decision.
President Obama will sign this into to law.
I congratulate President Barack Obama, Vice President Joesph Biden and the Democratic Congress for passing the health care reform. It was a difficult job. Emotions were high.
If the Democratic Party would have failed in passing health care reform, it’s curtains for them. Now that they pass the bill, the Democrats can sustain some of the potential losses they are facing in the 2010 U.S. Midterm elections.
The problems will now fall on President Barack Obama. There’s no more blaming former President George W. Bush, no more saying that Republicans are holding us back. No more talk about how things were in former President Ronald Reagan or former President Bill Clinton. It’s all now the current president.
I will now focus on now making sure that the Obama Administration will hold its promises of ending the wars, bring jobs to all Americans and mending fences with political opponents.

The effort is being led by Reps. Greg Walden (R-OR), Brian Baird (D-WA), and John Culberson (R-TX). More than 160 Members of Congress have already signed onto a Walden-authored petition that would force Speaker Pelosi to allow a vote on a House rules change requiring a 72-hour review period. He also touched on the Democrats proposed government takeover of health care and media reports suggesting that Speaker Pelosi plans to bring up a House bill that is more liberal, more costly, with more government involvement than ever before.
