As the debate over health care reform dominates the nation’s politics, former Congressman Victor H. Fazio explores the policy debate and the lessons it holds for the functioning of Congress. How has Congress changed through the years? How does it work today? And how are those changes reflected in the health care discussion?

Fazio represented a district in the Sacramento area for 20 years, from 1979 to 1999. He served as Chairman of the House Democratic caucus, the third-ranking position in the Democratic leadership, and as Chairman of the Democratic Congressional Campaign Committee, the political arm of the House Democrats. He is also a former member of the California Legislature and a former journalist who co-founded the California Journal. Fazio is now a Senior Advisor at the law firm of Akin, Gump, Strauss, Hauer & Feld.The Matsui Lecture is delivered each year by a distinguished former Member of Congress who spends a week in residency on the Berkeley campus. The Lectureship honors the legacy of Robert T. Matsui, a Cal graduate who served in Congress for more than a quarter century, building a reputation for bipartisanship and substantive policy achievement. That legacy is also honored by the University’s Robert T. Matsui Center for Politics and Public Service, which seeks to engage Cal undergraduates in public service through the presence of distinguished visitors to campus, public programs exploring important issues, and internship programs offering experiential learning. The Matsui Center is a component of the UC-Berkeley Institute of Governmental Studies, the state’s oldest public policy research center.

Gallup Poll: Obama Job Approval 50% – 43%

Just like the NCAA March Madness, there’s upsets and victories.

The Democratic Party pass the controversial $940 Billion health care reform package on 219 – 212 vote. All the Republicans and some of the most conservative Democrats voted against it. Minority Leaders John Boehner and Mitch McConnell vows to repeal the decision.

President Obama will sign this into to law.

I congratulate President Barack Obama, Vice President Joesph Biden and the Democratic Congress for passing the health care reform. It was a difficult job. Emotions were high.

If the Democratic Party would have failed in passing health care reform, it’s curtains for them. Now that they pass the bill, the Democrats can sustain some of the potential losses they are facing in the 2010 U.S. Midterm elections.

The problems will now fall on President Barack Obama. There’s no more blaming former President George W. Bush, no more saying that Republicans are holding us back. No more talk about how things were in former President Ronald Reagan or former President Bill Clinton. It’s all now the current president.

I will now focus on now making sure that the Obama Administration will hold its promises of ending the wars, bring jobs to all Americans and mending fences with political opponents.

The effort is being led by Reps. Greg Walden (R-OR), Brian Baird (D-WA), and John Culberson (R-TX). More than 160 Members of Congress have already signed onto a Walden-authored petition that would force Speaker Pelosi to allow a vote on a House rules change requiring a 72-hour review period. He also touched on the Democrats proposed government takeover of health care and media reports suggesting that Speaker Pelosi plans to bring up a House bill that is more liberal, more costly, with more government involvement than ever before.

Most analysts predict Republicans will make gains in this year’s midterm congressional elections. They say the president’s popularity and health care reform will be major issues in the campaign. Congress Gets Death Threats Adds Security

Washington, D.C., United States (AHN) – Several congressional lawmakers have been threatened since voting for the health care reform bill on Sunday. Law enforcement has been called in to investigate some threats against lawmakers, including death threats.

Democrats in the United States House of Representatives have been the target of anger from some after they voted to pass the controversial health insurance reform bill.

More than 10 lawmakers have received threats since the vote on Sunday, House Majority Leader Steny Hoyer said Wednesday.

On Thursday, Robert Gibbs, Obamas press secretary, responded to a question about the so-called Slaughter Rule (named after Rep. Slaughter, who sits on the rules committee) that will be used by Democrats to force through Obamas totalitarian care bill, probably over the weekend.

Gibbs answer was deliberately opaque. By not addressing the question, he essentially said deem and pass will be used in the future to enact unpopular legislation, including a bill that will legalize millions of illegal immigrants.

It is now official — the Constitution is dead. It may as well be used to wrap fish.

Article 1, Section 7 of the Constitution requires that both houses of Congress hold recorded yea-or-nay votes on a bill before it can be presented to the president for his signature and before it can become law.

Obama approves of sabotaging the Constitution. He said he does not spend a lot of time worrying about what the procedural rules are, in other words violating the spirit and law of the Constitution is not a biggie for him. What I can tell you is that the vote thats taken in the House will be a vote for health care reform. And if people vote yes, whatever form that takes, that is going to be a vote for health care reform, he told Bret Baier of Fox News.

These constitutional rules set forth in Article I are not mere exercises in formalism, former federal appeals court judge Michael McConnell told the Wall Street Journal earlier in the week. They ensure the democratic accountability of our representatives.
