Why did some members of congress vote against the 1st bailout plan, but voted in favorof the 2nd one?

The 1st one was rejected, the 2nd one passed.
What about the 2nd one did they feel was better than the 1st?

In a word, earmarks.

    The first one was a liberal democrat package that contained money for ACORN.

    Little known fact because the liberal media didn’t report on that.

    My congressman votes against them both and got reelected. That shows good judgment.

    the republicans don’t like bail outs but they were promised more of a watchful eye on it so they changed there vote ..that was another of the present votes by obama he wouldn’t even stick his neck out for his own party that way if it failed he could say he didn’t approve of it

    Two reasons:
    1 – The Dow lost about 1000 points between the failure of the first bill and the passage of the second. Many legislators felt more compelled to act based on that.
    2 – Congress had more time to work on the bill, and more time to add money for their own projects. I recall at least one congresswoman (Giffords from Arizona) saying she would only vote for the bill if it included a tax break for solar energy. She got her tax break in the bill, and she voted for it the second time around. There are a lot of similar stories from countless members of congress.
